First off, if you want to lock down your PC, why not use the
Windows key + L combination?

If you want to use Ctrl + Alt + Del then go into Control Panel
and select User Accounts. Click on "Change the way Users log on
or off". Remove the check mark next to "Use the Welcome screen".
Keep in mind that this also disables Fast User Switching.
