user passwords

I am using XP home edition and when I come to the user name and password
screen it prompts me for the passwords but I have never set up passwords for
the two users. If I just hit enter at the password it says an error message
of "the local policy of this system does not permit you to logon
interactively". I cannot get into my computer at all can someone please help
me????
