Block Internet Access in XP Pro

I have a few machines on an Active Directory Domain that we need to block
internet access on. We have a proxy server and the address is populated when
a user logs on. We have tried creating an OU blocking the proxy server and
putting the machines in it, but it didn't work... We really only want to
block users accounts-not the admin account or Windows updates. Any ideas on
what else I can try?
