Full control HKCR no explorer anymore

Hi all,
got the following issue.
For one app I have installed I need write access to HKCR. If I set
permisions under an adminimstrator account to grant full access to HKCR
for everyone and log on as a limited user no explorer will appear.
All limited users have this problem from now on. So my only chance is
reinstalling XP. Any ideas / suggestions on how to grant access without
loosing the explorer?
