XP SP2 Firewall: FTP runs only first time

hi,
I have a problem with FTP:
- starting an FTP program (checked Filezilla and SmartFTP) the first
time and the first connection runs without problems.
- starting another connection with or without closing the FTP program
first does not work:
Connected to (xxx.de) -> IP: xxx.xxx.xxx.xxx PORT: 21.
Socket connected waiting for login sequence.
Connection closed.
- FTP in Firefox does not work at all, it just loads forever
- FTP in Internet Explorer just says "connection closed" and does not work.
I did check "Use passive FTP" in Internet Options and also specified the
FTP programs as exceptions in the Windows Firewall setup. Still I cannot
access FTP without disabling it. I use an nForce4 Motherboard with
Nvidia Firewall installed but set that to use the windows firewall only.
