"Change Password" message vague

We have Windows 2000 Servers with XP SP2 nodes. We utilize the Microsoft
password complexity requirements and force users to change their passwords
every 6 months. In 6 months, the users forget the complexity requirements
and often try to enter a password which do not reach the requirements.
Problem: When the user enters a non-complex password, The Change Password
alert message appears, but it is vague and does not list all of the
requirements to instruct the user how to create a complex password.
Change Password message: "Your password must be at least 5 characters;
cannot repeat any of your previous 3 passwords; and must be at least 0
days old. Please type a different password."
How do I alter the Change Password message to list all of the requirements?
