User Account Problem

There is only one user account on this PC but it has accidentally been set to
 guest account. which means several options are now not available including
setting up new accounts!

I've been told that I can do this in safe mode but the PC won't enter
safemode from F8 key at boot up. All I get is a screen with three options
asking me where I'd like to boot from. Whichever one I pick just opens XP
normally.

Anyone got any useful suggestions how I can xolve this problem?
