cannot log onto XP laptop

"the local policy of this machine does not allow you logon interactively"
this is the error mesage received when local administrator tries to log on
laptop: this message / error started after system reported a registry error
(which it corrected) and a reboot: system is inaccessable even after a system
console fix: anyhelp gratefully received:
