MBSA 1.2.1 and user accounts

I am using WXP Pro S2. Only two accounts show on the log on screen an
administrator and a user account. I set both up complete with icons and
passwords. I ran MBSA 1.2.1 and a red star was set because an account did
not meet the password criteria set. I looked at the id of the account in
question. It was an account id of 'user' with administrator privlidges.
Since there is no account showing up on the log in screen with the id of user
I inactivated the account. I rebooted the computer and went to log in as
administrator and there was a different icon for the administrator and the
title 'administrator' is different than what thought was there previously.
Any ideas on how to restore administrator access to the computer?
