Different people give different interpretations of what this Registry
value does, but it does not, on XP Home SP1, restore the positions of
icons on reboot when admin users have moved them around.

Further, the published instructions are useless for controlling limited
users because they don't have permission to change the registry.

Is there another way of ensuring that Limited users' desktops are
faithfully restored on reboot to the layout set by the administrator?
