Can the Recycler File be deleted

My computer has been acting strange for approx. 1 1/2 months.. At first I
thought it was Malware so installed a mal ware program.. This cleaned the
computer of mainly dialers and adware.. I have always ran NISercurity...
But things were still not right so posted a thread in the news group on IE
because my user names and account numbers were showing up in IE History...
Receieved excellent advice.. Ran AdWare, SpybotSE, SpyWare Doctor,
HiJackThis, CWShredder, the entire gamit, my computer came up clean A
History eraser solved my IE History problem.. Then I was uninstalling the
varios programs I had down loaded and IE jumped up half a page and disabled
my NISecurity.. After trying to redownload NIS 4 times gave up and
installed a CD version of Norton Antivirus 2002 I had on hand... For
further protection installed FireFox Browser... Then used Registry
Mechanic found hundred of conflicts was able to reduce that to a manageable
 7 to 20 conflicts per day.. Still had problems with the FF Browser I would
set its history to keep 0 days and in the course of the day it would change
to 9 days.. And other annoying problems as I had had with IE Browser..
  Last night I finally down loaded Trendmicros House Calls from a site in
Germany ( I could not use SySClean from US. because I donot have WinZip )
Ran House calls, it found a virus, which all the other programs including
those resident on my computer missed... JAVA_BYTEVER.A, it could not
remove it because it was in a protected f ile ... I researched this virus and
it is low level threat which allows others to change the settings of your
browser.. And according to Microsoft only affects computers with an older
version of MS Virtual Java Machine than what is installed on my computer....
 This was 3:00 this morning and I forget but I was able to shred the
protected file and the virus did not show up in a subsequent scan. Through
some logic I somehow ended up in a Hidden File called Recyclers... Which I
didn't know I had and held hundreds of deleted files... I was able to
shred all but one of them. And today my computer ran well, suprisingly
well!!! I now have a clean Toshiba Satellite, XP, SP2 with zero registry
problems
 I read the microsoft notices about this file in their security notices and
I dont think I need it. I'm not on a network. Can it be Deleted?
if so How?
