XP SP2 strips some attachments from Outlook Express

After installing SP2, I noticed that some emails with embedded
pictures instead have red x's. So I went to Tools->Options->Security,
and unchecked the box for "Block images and other external content in
HTML e-mail." Well, that made some of the pictures show up. But not
all. If I uninstall SP2, they show up. Actually, checking and
unchecking the box will toggle the pictures on the ones that respond
to that. But there are some that need to be resent AFTER uninstalling
SP2 to then work. In other words, once they're stripped out of the
messages, they won't show up, even after removing SP2. But when they
are re-sent after removing SP2, they show up.

Any ideas on what is happening?
