Turn firewall off, it turns back on

We run a number of XP machines on our domain. We installed SP2 then turned
off the firewall at the Security Center because it interferes with one of our
main applications. We have seen three instances where the firewall somehow
is turned back on. Today, one of our people went to lunch, and when she came
back the firewall was on and she could not run our main application. I am
guessing that a policy setting somewhere is the problem and the solution.
Any ideas?
