Prevent Users from Disabling Realtime Virus Protection

How can XP (or the application... Semantec) be configured to prevent
users from disabling realtime virus protection? The answer may be two
part - preventing it from a right click on the icon in the system tray
and from task manager.

This is a 'standalone' system... virus protection is not managed from
a server.

Ideas?
