SP2 and Cisco VPN client

With the no exceptions allowed in the Windows firewall, I can connect using
the Cisco vpn client using the udp transport. I cannot seem to put together
a combination that will allow me to connect via TCP from the same client. I
have tried allowing exceptions for TCP port 10000, which works with the
firewall off. I have tried allowing an exception for the VPN Client.
Neither of these works.
