.lnk files & shortcuts broken

Most of my .lnk files and shortcuts are broken. I can use Internet Explorer,
Outlook and navigate with Windows Explorer. But all desktop and Win Explorer
icons/shortcuts do not seem to know what program they are attached to and
will not execute. Cannot even execute Norton to do a virus scan or Adaware
to find spyware. Microsoft Support site seems to imply registry problem, but
offers no fix for XP. Anyone seen this?
