trouble with registry editor

While I was installing the driver for the Radeon 9600 XT video card an error
would popup saying that "Registry editing is disabled by your administrator",
but I'm the administrator and did nothing to disable that function and I
tried using regedit and regedt32 but the same error would popup while trying
to run those programs. I also tried starting windows in safe mode and using
the account labeled administrator (which normally isn't their when starting
windows.) and the registry editor worked properly I tried granting
permissions to my account but the error would popup when I tried to use the
editor or install the drivers on my account. I would like to know how to
allow registry editing on my account so I can install drivers and programs
properly, any help you can give would be much appreciated, Thanks!
