I do this all the time- its usefull to prevent some things
from installing such as flash (adware) from macromedia. To
get it back, you must be administrator, then just
add "everyone" or whoever to the file or folder, and give
full permissions or whatever you need to do.
If you uncheck the inherit box you can remove too much
from a folder, this is probably what you did.
