Q824145 -- Not updating SHLWAPI.DLL

I am trying to update a Windows XP Prof. (SP1)
workstation with Q824145 (MS03-048) and have noticed that
it installs and reboots, but will then keep reinstalling
every night with my SUS server.

When I install the patch manually, it does the same
thing...successful install, but the SHLWAPI.DLL &
URLMON.DLL are not getting updates. They are listed for
the PendingFile operation in the registry and the
appropriately created tmp files are there, but when the
workstation boots they don't get updated.

I have tried everything I can think of to find out what
is preventing this update from occuring. Regmon run with
boot logging does not show anything and neither does the
boot log file.

Any help would be greatly apprecicated.
