How do i install for one user only?

I've noticed, while installing some programs, you have the option to "install
for yourself", or "all users on this computer". Other programs do not have
this option and install for all users. Is there a way i can change
accessibility so that a program is only installed on my account, or only
shows up on the start menu on my account?
