MSCONFIG won't stay started

I'm trying to get into MSCONFIG and REGEDIT to get rid of
a worm, but when either of them starts, they shut down
immediately with some kind of a security message.

I've restarted in safe mode and removed the offending
entries, but when I restart, they are back. Spy-Bot and
Adware and Norton Antivirus 2003 don't find anything.

How do I get into MSCONFIG?
