Cannot Find NTFS Permissions in Windows XP

I have Win XP Home edition loaded on a drive with 2 NTFS
partitions. I want to lock down NTFS permissions a
little tighter on both partitions. However, the Security
tab does not appear under properties for the partitions
or any sub-folders. Microsoft documentation says the
Security tab can be turned on by going to Control Panel -
> Appearance & Themes -> Folder Options. On the View
tab, under Advanced settings, clear Use simple file
sharing [Recommended].

Appearance & Themes does not show up in my Control
Panel. I found Folder Options, but there is no Advanced
Settings on the View tab, and there is no option for Use
Simple File Sharing on the View tab. The account I am
logged in with is in the Adminstrator group. I also
looked to see if I missed any Windows components under
Add Remove Programs. Can anyone point me in the right
direction. Thanks.
