Cannot execute system item in Control Panel

When I double click on the "system" icon in the control
panel, it acts as if it is going to run, but it never
does. I have ran numerous Anti-Spyware and Anti-Adware
programs (including Norton Antivirus 2004) and looked at
the processes running on my machine but have not been
able to identify the problem. I am logged in as the
Adminstrator also. Is my machine infected with a virus or
is it a regestry entry that was messed up?
