XP User Lockdown

Situation: I've got several standalone machines that are
each attached to the internet. I've got both standard
local users that are either Admins or Limited, and I've
got one "Guest" account (not named Guest).

Problem: I need to lock down the "guest" account more than
the Limited User does. I need to prevent that account, or
a group that that account is assigned to, from installing
ANY software, or making certain changes to the system (no
access to CP or any settings, etc.).

I know that in 9X/2K you could do this through the use of
a "policy editor" of some kind - but I cannot seem to find
something similar for XP Pro. Can anyone point me in the
right direction?
