Cannot Change, Create Password

Help!
I am having a strange problem that I cannot find documented. I cannot
change or create passwords for users on my Windows XP Pro system (SP1). My
Administrator user has a blank password, and when I attempt to change it I am
told that it does not meet the minimum password requirements. I have tried
passwords that have plenty of complexity..
My Local Security Policy has Password must meet complexity requirements
Disabled anyway!
The other settings in the Password Policy follow:
Min. password length: 0
Min. password age: 0
Enforce password history: 1 password remembered
Maximum age: 42 days
Store password using reversible encryption: disabled
Passwords must meet complexity requirements: disabled
When logged in as Administrator, I am able to create users on the system,
but only with blank passwords. As soon as I try to change the password, or
create a user with a password, it fails.
It fails from the command line using net user Administrator xxxxx as well.
Another relevant symptom is that I am only available to view, but not edit
the Local Security Settings. Is it possible that the Domain Controller has
somehow modified some settings, and I am no longer able to make local changes
to my system??
