This isn't normal, and its not a feature of SP2. Have a look at the
*parent folder* of whatever folder you are noticing this in (if its
happening absolutely everywhere, you may need to check the root of the
drive.) Make sure that the encryption isn't selected here. If it is,
anything you create underneath it with inherit the setting and be encrypted.
