Managing accounts in XP Home - BROKE!

before installing SP2, when trying to manage accounts;
change rights, change picture etc. user accounts screen
wouldn't come up and had to force user log off.
Installed SP2 and seems to have fixed\reinstalled it a
bit, because now I can see user accounts screen. Functions
for admin still seem broke though. How can I
reinstall/restore this functionality??
