VBScript: File Transfer Manager

I've just installed WinXP with service pack 2 on a new
computer and i'm attempting to download a file from msdn
and get the following error:
'VBScript: File Transfer Manager - There was an error
launching the File Transfer Manager'
Any ideas how to fix this?

... Apparently MSDN's cert is not quite up to snuff OR, there is some security software installed that is preventing FTM from recognizing the cert. ...
