According to the OEM agreement with Microsoft, a system builder has to
provide some way for the user to restore the system. It can be a CD, a
recovery partition, or anything the vendor chooses. They aren't supposed to
simply load the OS on the hard drive, then tell you that you're out of luck
if Windows blows up.
If I was you, I'd certainly pursue it. You might find that you do have a
hidden partition, or that you were supposed to make recovery disks when you
first started the computer, in which case they did what they were supposed
to do. And you might still be able to access that hidden partition or make
the disks, in which case you're okay for now. But if they tell you "We give
you NO WAY to recover" you might get some mileage out of contacting
Microsoft.
