Permissions

I have a new client that had a Win2K AD domain controller
fail. The server was reinstalled from scratch (there was
no ERD and the backup tapes had not been operating
properly). After the reinstallation and moving the
machines back into the new domain, I copied all files
under their old user profile into their new profile.

The problem I'm having (permissions, obviously) is that
unless I make each user a domain admin, they cannot open
Outlook and various other files. Their desktop and start
menues are not fully populated; that is, there are icons
missing and some are not in the same position as they
were in the previous profile. Some users have the icon
repeatedly appearing on the desktop for the initial
connection to the Internet, even after deleting the icon.
