You can do the same with XP SP2's firewall, but you'll have to use a BAT file to open that large a range of ports. An alternative is to set the specific UDP port that the client "listens" on.

No way to configure port for UDP new mail notification packets

Note: This only applies to Outlook 2003 clients.
