Hi:

In the Windows Explorer go to Tools menu\Folder Options\View
remove check to disable "Simple file sharing (recommend)
Next go to C:\WINDOWS\system32\Control.exe\Propertties\Security
select Administrators group and check on Total Control to allow full
permissions.

If that wont do try this; in Start\Run\gpedit.msc\User Configuration\
Administrative templates\Control Panel\"Prevent access to the control panel"
change to Not Configured.

If you have the Home Edition, logon in Safe Mode for the Security
tab to be present.

If it's not likely someone else has removed access to the control
panel, it is likely your computer is infected and you should install
spyware cleaners.

Delete all cookies and temporary internet files regularly using the
Internet Options buttons in the General tab.

Enable the Internet Connection Firewall or install a third party Firewall
like Zone Alarm or Sygate Personal Firewall

Update the system with at least the Critical Security Updates and Service
Packs.

Install Spybot, update it and scan. if nothing is found install the next
one.
install the rest if needed.
