This will work if you don't already use a proxy server for your internet
connection.
you could set the proxy server for that use to 0.0.0.0 that would stop
Internet Explorer getting any websites.
If you want to allow any specific websites you can just add them to the "do
not proxy server for addresses beginning with:" section.
To prevent the child changing the connection settings:
run gpedit.msc
Goto User Configuration->Administrative Templates->Windows
Components->Internet Explorer and change "Disable changing connection
settings" to Enabled
