Cant change local admin password

I am having a very strange problem. I cant change my
local admin password, i cant chage my local password
policies, but i can change other policies.
This started after i changed my admin password, when i
try to reset the password after that.. its showing u cant
change ur password at this time. the admin password reset
in user accounts is disabled.

can somebody here can give some light into what has
happened, there is no problem for me to add a new user
and put him as admin, but the problem still remains like
i cant change the password after that.. i can login into
the machine.. its like everything else is working quiet
fine.. except for this problem..
