CTRL + ALT + DEL option does not function - XP SP2

I have recently deployed SP2 on a freshly installed Windows XP (Gold Version
/ Original Release). After installing this update, I have began customizing
Windows, installing the proper divers, and setting XP to my likings.

However, the trouble begins here. When you look in Local Security Policies
from the Administrative tools, there is an option stating "Do not require
CTRL + ALT + DEL". By default, the value is undefined. I went ahead to set
the value to "Disable", remembering that with SP1a, if this value was set to
disable, the more secure/classic "Please press CTRL + ALT + DEL" keys to
logon. Then, I restarted my laptop, hoping that the CTRL + ALT + DEL logon
screen would come up, but it did NOT. It showed me the default XP logon
screen.

I'm wondering, does anyone else seem to have the same problem? How can this
be fixed?

Also, how can I disable "Fast user Switch" as several of my
applications/programs states that this Windows XP function will cause the
program to crash.
