Group Policy on XP

What is the best way to do things like remove the Run in
Start for a specific user?

Is it to follow the How to apply local polocies to all
users except administrators in a workgroup setting in
Windows 2000 KB293655? It just seems like a lot of work
to log in as each user then back in as admin and copy the
administrator registry.pol.
