Remote admin error

When I try to open the Event Viewer, Disk management,
Services or any other admin options on PC2 from PC1 on a
local network, I get an error:
"You do not have access rights to Logical Disk Manager on
PC2"
or
"Unable to open service control manager database on PC2.
Error 5: Access is denied".
I'm using on both PCs users with an administrar rights.
How can I access this settings on my network?
