Restricting access to installed programs?

I am on XP home and have a NTFS system. I want to install programs under my administrator profile, but not have these avaliable to other or limited users. When they log in, I'd like them to see a simple start menu and desktop of programs ony they need. I'd also like to limit access to existing programs like Money and MSMessages so limited users cannot access these as well. Anyone know if and how I can set this up?
