Is it greyed out and unchecked?

If so, click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\TaskManager

Right click the TaskManager subkey and select Export. This creates a backup, if needed. Then right click the key again and select Delete. Open Task Manager and see if the behavior has changed. The values in this key are saved when you close Task Manager. If you need to reimport the old settings, simply double click the REG file you exported earlier.
