Are you running XP Home or Pro? In XP Home, Simple File Sharing cannot be disabled. However, you can get the Security tab by booting into Safe Mode and logging in on the built in Administrator account.

And as Shenan pointed out, your hard drive must be NTFS formatted, not FAT32.
