Create Folder / Append Data Problem?

Hi All,
I've recently began researching Permissions. I would like to allow users in the users group to be able to append to files, not overwrite or delete previous data, in a folder I create for them. When I create a folder it by default gives the users group Read & Execute, List Foler Contents, and Special Permissions of Create Files/Write Data and Create Folders/Append Data
Now Append Data should allow changes to the end of the file, but not changing, deleting, or overwriting existing data. Append Data applies to files ONLY.
This would sound perfect. But, try it. It doesn't work.
Any help would be greatly appreciated. Even if you know a link where I could report this to Microsoft if appropriate. And PLEASE don't mind if I shoot back comments (nothing derogatory).
