This appears to be a cut-and-paste identical response to a different problem
posted earlier titled "Made my files private and now noone can access". Or
maybe my PC is not reading the newsgroup correctly.

Note: You must be running NTFS as your file system.
XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck
Use Simple File Sharing. Now, when you right click on a drive, folder or
file (on an NTFS partition) and select Properties, you'll see a Security
tab. Here you can assign or deny permissions based on user name or user
group membership.

In Windows Explorer, browse to C:\Program Files\Internet
Explorer\IEXPLORE.EXE Right click this file and select Properties. Go to
the Security tab. Click Add and add your niece's Username to the Security
Properties *** and then click the Deny permissions boxes, as you desire.
Denying Read and Execute will prevent her from running IE on her profile.
DO NOT set Deny permissions on the Users Group. All users (regardless of
account status) are members of Users.
