"Connection Was Refused..." Msg Who Issued It??

I am getting a message that says "Alert" in the title bar,
then the message is "The connection was refused when
attempting to contact forums.us.dell.com." I have a near
new Dell 8300 running Win XP Pro. I am running Norton
Internet Security 2004, and I have Windows ICF turned off.
 I had no trouble contacting the Dell forum yesterday. I
suspect Norton IS issued the message, but how can I tell,
and what so I do about it?
