Can't access .dll file

My system had a virus which has been removed. Removal has
been confirmed by Norton's server based virus scan. I
have attempted to reinstall Norton antivirus from their
website. During the installing of files an error message
appears stating "cannot create files" and lists
nav\external\norton\app\navlcom.dll

I then tried to install Norton from Cd and the installer
stated it could not find the same file on the CD. Of
course when I opeed the cd the file is there. I tried to
click on it and nothing happened. When I tried to click
on other dll files in the same directory I got an error
message which said there was no file associated. This is
what I expected. Any ideas as to what is going on and how
to fix?
