Can't set file/folder security XP (Security Tab not available)

The file system is NTFS but the TAB with security
options, like setting access rights on the local disks,
is not available (right-clicking on disk, selecting
properties > security).
I've used this machine to examine Local Group Policies
but I can't understand that I've messed it up during
my "trial and error".
Please help!
