This res://wqvnm.dll/index.html is a CoolWebSearch variant that
is hard to remove because it runs behind legitimate processes.
Try an online virus scan here after enabling " Show hidden files and
folders " via Folder Options, View in the Control Panel :

The latest virulware makes itself extremely difficult to identify
without stopping some processes that are running . Start out by
following these steps :

Running the programs in Safe Mode is the best practice unless you
know exactly which processes are running and you can end them by
using Task Manager.
