Unless they don't have XP Pro. Home does not support the Local Users and Groups snapin.

Additionally, this will not make the Administrator account appear on the Welcome Screen, if that's what the user intended. The Administrator account is automatically a member of the User's group, so adding it explicitly doesn't make any difference.
