removal of pop-up screens stopper/control feature

I am getting stopped by some remote authority that denies
my ablility to use the chat room and some other web sites
by pop-up disclaimers that state "shut down due to
RCL",then time my windows out shutting me down, only to
reboot/restart--but still deny my access to my chosen web
pages. The question is "HOW DO I REMOVE THESE POP-UP
DIENIAL DISCLAIMERS?????"
I would truely appreciate sombody giving me some helpful
info on how to de-install these.
