Assuming you're running XP Pro, click Start, Run and enter GPEDIT.MSC

Go to: Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options

In the right pane locate the Accounts: Rename the Administrator account entry. This will tell you who has the authorization to rename the Administrator account. If you're part of a domain, domain policies will override local policies.
