ACTUALLY, "Local Users and Groups" is inside SYSTEM TOOLS, in the
COMPTER MANAGEMENT CONSOLE (which you can get to by going to
"Administrative Tools"). In the left hand pane of the CM console, there
are three sections you can work in: "System Tools", "Storage" and
"Services and Applications". You can get to the "Computer Management"
Console either by right clicking "My Computer" and clicking "Manage" on
the context menu *OR* you can go to start menu and find "Administative
Tools" and click "Computer Management" (which is in different places on
different computers, hence why i suggested right clicking "My Computer"
to avoid confusion)
